A casual stall inside Hirome Market, Kochi's bustling covered food hall, run by Tosa Ryori Tsukasa — the century-old restaurant credited as the birthplace of Tosa cuisine, founded in 1917. The signature dish is katsuo tataki made only from pole-and-line-caught bonito, hand-seared and served with yuzu ponzu or sea salt. The menu also features Kochi specialties such as moray eel (utsubo) tataki and karaage, whale cutlet, grilled mackerel sushi, and aosa seaweed tempura, alongside local Tosa sake and a signature Naoshichi citrus sour. Seating is shared food-court style and fills up fast on weekends; walk-ins only, no reservations.
